haze bf5629350a Load no-littering from early-init.el 
no-littering was declared in init.el but never actually worked: it is a MELPA
package and the :ensure form ran before package-archives listed MELPA, so
every launch died with "Package no-littering is unavailable" followed by
"Cannot load no-littering".

Move the package archives and no-littering setup to early-init.el, which runs
before package.el activates packages (where the file-name transforms have to
be in place). package.el has not put ELPA dirs on load-path at that point, so
add no-littering to it by hand. Migrate the state files it now owns
(history, tramp, projects.eld) into var/ and ignore the strays.
